Mr. Moe possesses over 20 years
of experience in the environmental, construction, and governmental
industries. As a Field Project Manager at ENTACT, Mr. Moe is currently
responsible for work plan preparation, customer interaction, logistics, field
crew leadership, heavy equipment operation, and all aspects of successful
implementation of field activities per the plans, specifications and
construction drawings. As an APM, Mr. Moe is
responsible for tracking and evaluating cost/schedule against established
baseline, payroll, material and rental rate negotiations, purchase orders,
subcontract agreements, resource coordination, approving vendor invoices, and
monthly client invoicing. Mr. Moe has also served in various project
controls, safety, and quality control functions on past projects. PROJECT EXPERIENCE SUMMARY Entact LLC 2009-Present Former MGP Site Remediation –
Hempstead, NY ENTACT is performing remediation of this
former MGP site located in Long Island, NY using local union craft/operator
labor resources. Scope of work includes removal and off-site disposal
of subsurface structures, obstructions and over-sized debris to 20 ft below
ground surface, including the former MGP purifier box foundations and pipes;
excavation and off-site disposal of unsaturated soils; in-situ solidification/stabilization
(ISS) of 175,000 cy of MGP-impacted soils up to 60 ft bgs; storm and
groundwater management and treatment; and site restoration. ISS is being
accomplished utilizing a Delmag RH-40 and Soil Mec SR-100 drill rig equipped
with an 8-foot diameter auger and associated batch plants. Former MGP Site Remediation – Racine,
WI Mr. Moe was the Project
Manager for this project. ENTACT has been engaged to
perform remediation
of this former MGP site located along Lake Michigan. Scope of work
included removal and off-site disposal of subsurface structures, obstructions
and over-sized debris to 20 ft bgs, including the former MGP purifier box
foundations and pipes; excavation and off-site disposal of unsaturated soils;
in-situ solidification/stabilization (ISS) of 34,000 cy of MGP-impacted soils
up to 31 ft bgs; storm and groundwater management and treatment; and site
restoration. ISS was accomplished utilizing ENTACT's Delmag RH-32 drill rig
equipped with a 10-foot diameter auger and associated batch plant. Active Refinery ISS Soil
Remediation Project – Pascagoula, MS Mr. Moe was the Administrative
Project Manager for this project. ENTACT was engaged to
perform in-situ solidification/stabilization (ISS) of impacted soils located
in a former SMWU where construction of an Isodewaxing Process Unit (IDW) is
planned as part of this refinery's capital expansion program.
Specific scope of work included ISS of approximately 86,000 cubic yards
of low pH impacted soil up to 18 feet bgs to achieve a pH of
greater than or equal to 6.0, pass TCLP for
metals, achieve minimum UCS of 21 psi in 28
days, meet a permeability of 1 x 10-7 cm/sec
or less along a 3-foot wide minimum corridor of the outer perimeter of the
treatment area (barrier wall) and 1 x 10-6 cm/sec
or less for the interior. Additionally, the treated soil's
wet/dry durability must not exceed 10% of initial mass loss after 30
days. ISS was accomplished utilizing a combination of granulated ground
blast furnace slag (GGBFS) and Portland cement delivered by ENTACT's vertical
auger mixing rig (Delmag RH-32 and RH-28) equipped with a 10-foot
diameter auger and a containment shroud to capture potential off-gas
and/or odor and its respective batch plant configuration. Additional
scope included transportation and placement of generated spoils in an on-site
surge pond. Active Refinery Proposed Tank
Footprint Subsurface Ground Improvement Project – Pascagoula, MS Mr. Moe was the Project
Manager for subsurface soil treatment at this active refinery that
was currently undergoing expansion. ENTACT implemented subsurface
ground improvement measures at 16 proposed tank footprints
to minimize the potential for future tank
foundations settlement. Scope of work included installing a series of
soil-cement columns underneath the planned footprint of each tank foundation
up to 22 feet bgs. ENTACT employed (2) In-Situ Vertical Auger Mixing Rigs
complete with their respective Grout Batch Plants that worked concurrently in
order to accomplish the specified work within the allotted schedule
limitations. Former Refinery –
Lockport, IL Canal and ditch sediment
remediation activities included building multiple diversion dams in
the 80 foot wide by 15 foot deep by 11,600 foot long canal; Design,
installation, operation, and maintenance of a 150,000 GPM bypass pumping
system; in-situ stabilization/solidification (ISS) of the underlying oily
sludge and sediments; excavation of the treated sediments; and cleaning the
bedrock and sidewalls within the canal for the length of the site (2
miles). This canal is a registered historic site, which required extra
care and attention to the hand stacked stone sidewalls before,
during, after cleaning. Bechtel Jacobs LLC
2004-2009 Oak Ridge National
Lab/Y-12/ETTP - Oak Ridge, TN Senior Project Controls
Scheduler/Project Controls Engineer (PCE) As Senior PCE, Mr. Moe was
responsible for daily coordination with PCE’s, trouble shooting any Primavera
issues; preparing monthly management reports for Project Controls Management;
performing schedule analysis of approximately 40 sub-projects (~7,000
activities) monthly, using standard analysis reports in P3 Software. As
a PCE, Mr. Moe was responsible for month performance reports for 4 projects
under the ORNL and Y-12 Surveillance and Maintenance Program; coordinating
with subcontractors and in house resources to accurately forecast project
resource needs and cost for subcontractor personnel on a monthly basis; and
preparing Trends and Baseline Change proposals to reflect changes in the
projects against the baseline schedule. Shaw Group 2003-2004 DCS MOX Power Plant Facility -
Charlotte, NC Cost Engineer III (P3 Scheduler
Civil/Structural Department) Shaw was contracted to perform
all engineering and planning for building a Plutonium Power Plant at the
Savannah River Site in Aiken, SC. Mr. Moe was responsible for cost
tracking of all facilities cost on the project (~500 people); reviewing all
invoices and approving charges for office equipment rentals, computers,
maintenance, etc.,; forecasting projections of all future facility charges;
creating and updating Primavera Schedules for the Civil Engineering Group;
and updating progress monthly and explaining any variance to DOE
representatives. Entact 2001-2003 Former Terminal Site -
Savannah, GA Mr. Moe was the Administrative
Project Manager for this terminal remediation. Scope of work included
excavation, solidification and off-site disposal of 25,000 tons of wet
petroleum hydrocarbon sediment from tidal marshes impacted from historic
terminal operations. ENTACT diverted the existing tidal drainage channel
for the Island and initiated a comprehensive water management program by
installing a series of dams with sluice gates, gravity drained culverts and
large diameter pump-around systems. All site activities included
continuous water management practices and the use of crane mats to create a
stable platform and even weight distribution for long-stick excavators to
remove the submerged oily wastes and solidify them to pass liquid paint
filter requirements for the off-site disposal facility. Restoration
activities included backfilling with select wetland soils and revegitation of
disturbed area with over 5,000 native wetland plants (spartina alterniflora). Active Paper Mill
Remediation - Roaring River, NC Former Smelter - Atlanta, GA Mr. Moe was the Administrative
Project Manager for this smelter remediation. Scope of work
included demolition of remaining on-site structures and several acres of
concrete foundations; on-site stabilization of 100,000 tons of lead impacted
soils; management of 600,000 gallons of storm and ground water; and site
backfill and restoration. ENTACT remediated 2+ acres of the site to
residential cleanup levels for better resale value of the property. Former MGP Site - Lake Charles,
LA Mr. Moe was the Administrative
Project Manager and Health and Safety Officer for this former MGP Site.
Site activities included dewatering, excavation, characterization, and
off-site disposal of over 5,000 tons of mixed wastes; treatment of
impacted groundwater intercepted during remediation activities; and
backfilling and restoring affected areas. Basin Wax RRC Site - Snyder, TX Mr. Moe was the Field Project
Manager/Administrative Project Manager for this Exploration and Production
waste treatment project. ENTACT completed in-situ treatment and ex-situ
stabilization with Calcium Oxide of 20,000 cubic yards of waste;
construction of a cap and cover system over the treated materials; and
revegetation of the capped area that encompassed approximately 7-acres. The
material for the cap and cover system was generated from an on-site borrow
source that was converted into a pond for the landowner's wildlife and
domestic animals. Former West Dallas Smelter -
Dallas TX Mr. Moe was the Administrative
Project Manager and QC Officer for this lead smelter remediation. Scope
of work included demolition of 11 industrial smelter buildings and 5
stacks; management of listed and characteristically hazardous and non
hazardous wastes streams; removal and decontamination of approximately
1.75 million pounds of smelter processing steel; excavation, decontamination,
and recycling of 7,200 cubic yards of concrete; excavation, on-site
stabilization, and off-site disposal of 18,000 cubic yards of lead
impacted soils; construction of an 11-acre soil cover system; and site
restoration. IT Corporation –
1997-2000 Mr. Moe served as a Cost
Engineer I on various projects including a CTO project for the Navy at
Treasure Island, CA; 12 fixed price projects totaling over $20M in Mulberry,
FL: and Knoxville, TN. Bechtel National, Inc –
1991-1992 & 1995-1997 Mr. Moe was the Chief Clerk in the document
control department. Duties included: Data entry of data packages,
subcontractor submittals, and material requisitions, preparation of
administrative records, database management, working with Documentum, ten-key
